Abstract
Russia has passed not easy way in the formation of its legal system, the main stages was to change the form of government in the state. In essence, the law has changed, but the meaning remains the same. In my opinion, really right was the democratic, which was used during the reign of General Secretary of the CPSU Central Committee L. I. Brezhnev law basically was «tough», but social norms for the majority of citizens was acceptable, despite the fact that I was a "deficit" of commodities. After the Olympics - 1980 held in Moscow, has increased clandestine of IE (individual entrepreneurs) who have filled their "economic niche" by providing goods of a certain quality, in percentage, according to statistics presented by Moore (Moscow Criminal Investigation Department) Department of OBEP (Department on Struggle against Economic Crimes) in the city of Moscow, Russia in different times from 2 – 10% of goods of own production. After 1993, in Russia the rate was placed on private enterprise or cooperative management of public – private that is reminiscent of "bondage". Lately seen some economic instability, a lot of citizens lose their jobs and become unemployed, you should think about it.
