IMPROVEMENT OF STATE AND MUNICIPAL PROPERTY MANAGEMENT SYSTEM

In modern conditions, when local governments play an important role in the formation and development of civil society, there is a question about the necessity of introduction of modern technologies of municipal management as a basic condition for increasing its effectiveness. The article discusses the concept of "management of municipal property" from the standpoint of different researchers. The author also reveals the essence of the system and indicates the conditions for its effective functioning. In addition, it sets out the basic conditions and criteria for the functioning of the rule of law. It is proposed to solve the problem of increase of efficiency of activity of local self-government.
