Abstract
The article deals with the normative consolidation of the organizational foundations of census campaigns in pre-revolutionary Russia. On the basis of an array of studies, it was determined that the development of the theory and practice of statistical accounting, the improvement of the methodological foundations of statistical activities, contributed to the gradual development of regulatory support for the performance of statistical work. The development of public and state institutions required new approaches to statistical activity, and at the same time, accompanied by the work itself, with instructive support for the purpose of timely and adequate data generation.
