Abstract
The authors propose a mechanism of human capital management industry in terms of innovative development. The essence of the mechanism is reduced to the regulation of elements of human capital based on innovation, depending on the species, stage of life cycle, the pace of implementation, as well as the categories of staff. Implementation mechanism aimed at increasing the competitiveness of enterprises through innovation activity on the basis of an effective human resource management.
