SOME PROBLEMS OF IMPLEMENTATION OF CITIZEN RIGHTS IN DEVELOPMENT OF THE CONSTRUCTED TERRITORIES

In this work revealed some violations of the rights of citizens in the development of the built-up area and suggested possible ways to eliminate them. Particular attention is paid to the violation of the rights of citizens associated with the forced change of residence. The question of including in the development program of the built-up area of those houses that are not recognized as emergency or dilapidated is quite acute, but their demolition and reconstruction are planned on the basis of municipal targeted programs. Also violated the rights of citizens, due to the understatement of the redemption price. As a rule, the above violations of the rights of citizens are related to improper performance of the authorities by their authorities. It is concluded that numerous litigations of citizens with authorities in the process of development of built-up territory testify to the lack of a real legal mechanism for ensuring their rights.
