Abstract
The article presents the author's attitude to the role of modern legal culture in minimizing human rights risks in various areas. On the basis of the cumulative analysis of the Federal legal acts and legal acts of constituent units of the Russian Federation included into the Central Federal District the author makes conclusions and generalizations on contemporary forms of state influence on growth of the legal culture of the population. The key value here is assigned to the documents containing a program of action. The obtained results allowed the author to define proposals for the improvement of the stated relations.
