Abstract

The concept "benchmarking" is defined as process of studying and assessment of goods, services, management and experience of those companies which are recognized leaders in a certain segment, the sphere or area. The theory of a benchmarking has arisen in Japan in the late fifties of the 20th century where it is accepted to put the principle in the concept "benchmarking" "from the best to the best". Japanese the first have begun to investigate laboriously services and goods from the West. Carrying out a benchmarking of the best world companies, Japanese for the first time when studying competitors began to investigate not a product, and process of his production. Thus, this article considers application of a benchmarking in the system of municipal management for the purpose of improvement of quality of work on the provided services in Japan.
