Evaluation tender procurement’ participants as an element in mechanism for public funds saving

Influence of evaluation criteria for participants' proposals during tender procurement of goods, works and services at state's expense on saving public money in public procurement is studied. Conditions for using evaluation criteria in order to choose one of the participants are analyzed. Participants' assessment methodic according to certain principles was suggested.
