Abstract
The country status in the world community in many respects is defined by its global competitiveness. Experience of economically developed countries showed that competitive fight on the world market inevitably is won by the one who owns the most efficient mechanism of innovative activity. The last twentieth anniversary and the beginning of the XXI century are estimated by XX as the period scientific and technical innovations. This component of scientific and technical progress allows to recover economy and to keep its competitiveness.
