THE III DEPARTMENT IN THE SYSTEM OF PUBLIC ADMINISTRATION OF RUSSIA WITH NICKOLAY AT THE HELM

Crisis of the system of public administration in the Russian Empire of 1825-1826 and administrative decisions of emperor Nikolay I is described. Creation of the III Department of Own His Imperial Majesty chancellery: idea, organiza-tion, competences and activity purposes are presented. Prosopography of staff and heads of this office is also presented in the article. Attempt of objective assessment of law-enforcement activity of this intelligence service of the empire: quantitative and quality indicators. Socio-political map of the Russian society in 20-30 years of the XIX century by the ?eyes? of the III Department is described.
