Abstract
The article examines the fundamental principles, constitutional identification and guarantees of political rights and freedoms of a person and citizen, and their philosophical essence, including the constitutional definition in the constitution of the Republic of Azerbaijan and the Islamic Republic of Iran. The article also clarifies the value given to the political rights and protection of these rights in the constitution of the Republic of Azerbaijan, Constitution of the Islamic Republic of Iran, in international legal acts and Islamic law.
