Abstract

The article deals with the issue of optimizing the University's activities in a context of severe budget constraints on the competitive market of educational services. As the quantitative indicators of the University's performance, international and national ratings are used and the indicators of NULES of Ukraine are compared with the leading universities of Ukraine. The predictive values ​​of NULES of Ukraine rating positions in the national rating up to 2022 are determined. Considerable attention is paid to determining the level of payment for training for the funds of individuals or legal entities based on the data of 2017. As a result of constructing an econometric model, it turned out that the competition for a licensed place is not a significant variable, while the significant variable is the location of universities and elitism, determined by providing services that are not available to other HEIs. As for the strategy of the department in the professional orientation work for the specialization «Economic Cybernetics», it has been shown that it is necessary to change the direction of the search for future entrants from rural areas to specialized schools in cities.
