An integrated approach to the implementation of piggyback transportation in Russia

Nowadays the cooperation of the rail and road transport is highly actual. The example of that is piggyback traffic, which helps to organise «door-to-door» cargo delivery and meet the customers' requirements for the service quality. The piggyback traffic SWOT–analysis, mentioned in the article, is described in terms of the RF specialities and highlights further successful directions of this traffic implementation on the Russian Railways. These directions are: technical, technological, organisational and regulatory. The technical aspect is represented by piggyback terminals types description and general platforms' qualities and technical characteristics. The comparative analysis of foreign piggyback systems is also made, the systems are Modalohr, CargoBeamer, MegaSwing, CargoSpeed, Flexiwaggon, ISU, Lo-Lo. The organisational direction shows the piggyback traffic stages, which are the basis for this type of traffic organisational schemes. There are also inter parties battery limits options, documents flow order establishment and tariff rate calculation. Regulatory aspects demand the creation of a legal framework, which would correspond to the international commitments claims. There is also a need to change and complete the existing regulations and requirements. Only comprehensive strategy, which includes different directions, can help to solve the problems mentioned above, open up the new traffic auxiliary view and fix this new kind of service on market.
