Abstract

This study aims to analyze and describe the issues, the particular parties involved and the sources of conflict in determining the policy of using SIBI in formal education. This research employs qualitative research method with descriptive research approach focusing on the conflict due to the policy of using SIBI in formal education. Informant in this research are 6 deaf peoplewho have meet specified informant criteria. The data iscollected through observation, interview and documentation. The researcher gained the information through in-depth interviews with the informants, and reinforced by documentation and literature study. The result of the study indicates that conflicts occur due to government policies regarding the establishment of SIBI languages in formal education which lateris recognized as general sign language for deaf people in Indonesia. Consequently there is a conflict between deaf community and government because SIBI, which has been officially recognized by the government, has not got the agreement and did not involve the Movement for the Welfare of the Indonesian Deaf (GERKATIN) in the deliberation process. It is necessarythat the government, in determining the policies related to the community, should involverelated parties, in this case is GERKATIN. Therefore,after the enactment of a policy, it becomes easier and beneficial for GERKATIN.
