CONSTRUCTION RISK MANAGEMENT MODEL OF HOUSING RECONSTRUCTION BASING THE COMMUNITY AFTER EARTHQUAKE DISASTER

Abstract

Earthquake events caused thousands of families to be homeless, some refugees inside refugee camps, others live in the homes of relatives, besides this event resulted in Stage of government, economy and Social Stage experienced many disturbances and obstacles. In addition to destroying and destroying existing facilities and infrastructure, the Earthquake also has a psychological impact on society. Pre-Construction Guidance Reconstruction of post-disaster housing The Community-Based earthquake was found to be at risk at each stage, both at Idea stage, recruitment and training of facilitators, housing damage assessment, land tenure identification and verification, program socialization, establishment of community organizations, community / worker training building and designing stage and use of building materials in terms of Hazard, Vulnerability and Capacity in each of these stages Based on the analysis Deskriftive, Analytical Hierarcy Process (AHP) and ranking risk factor analysis obtained Stages pre-construction phase of Ccommunity-Based housing reconstruction have The Risk Management Post-Earthquake Reconstruction Model by the Risk Priority Index (RPI) is as follows: Stage 8 Housing Design and Building Materials has RPI = 1,010; Stage 7 Community Training / Workers with RPI = 0.759; Stage 5 Socialization Program with RPI = 0,727; Phase 3 Assessment of Housing Damage with RPI = 0.710; Phase 6 Establishment of Community Organizations with RPI = 0.544; Phase 2 Recruitment and Training of Facilitators with RPI = 0.402; Stage 4 Benefits of Land Identification and Ownership with RPI = 0.302 and Phase 1 Ideas with RPI = 0.300. With this modeling the stakeholders can give more specific attention to the Stage that has the highest RPI value. Each stage has its own RPI of different values and magnitude.
