Reforming the general education system of the Kabardino-Balkarian Republic at the turn of the 20th and 21st centuries

Abstract
The system of general secondary education of the KBR in the period from 1992 to 2001 was in a crisis state. Unsatisfactory financing of education by budgets of all levels was observed with extremely inefficient use of budgetary resources, which made it difficult to update the basic funds of educational institutions, and conditioned the low salaries of teachers. The non-state sector of general education institutions has not been properly developed, the quality of students' knowledge has deteriorated. Questions remained insufficiently developed on improving the quality management system of general secondary education; procedures for attestation, licensing and accreditation. But in this period the foundations of the formation of the republican legislation were laid, which was a consequence of the "return" of the state to education. The introduction of the Basic Curriculum became the basis for the introduction of developmental learning systems, the principle of continuity in the implementation of programs, the development of differentiated education, the development of the regional component, the reform of out-of-school work with children and the emergence of "additional education".
