Development of public education management systems as an instrument of education regulation (social component)

The paradoxical situation developing in the Russian economy can be characterized as follows: on the one hand, the devaluation of human capital and, as a result, the total cheapness of the labor resource, on the other — the requirements imposed by the society to education are constantly increasing, since economic growth is impossible without high qualification of the labor resource.
