Abstract
E-government projects should be based on a contextual reality to have the desired impact. At present there are studies using various methodologies that measure some elements in this area; however, the most commonly used only considers elements of the supply side of e-government, leaving aside the demand side, ie the citizen. This paper aims to fill this gap by presenting a more holistic view of e-government development of the municipalities in the metropolitan area of Guadalajara using for this purpose the index of telecommunications infrastructure households, the index of the cultural capital of the population and the index evolution of the web portals of the municipalities of the metropolitan area; in this way you will know if the benefits of e-government reach most of the citizens of these municipalities. The theoretical review and analysis of the data showed that while Guadalajara and Zapopan with 0.7095 and 0.7015 rates are respectively the municipalities better prepared for e-government, while the jump is the least prepared to 0.4298. All municipalities in the metropolitan area have hard work ahead to improve services, information and citizen participation, as well as to digitally include the vulnerable sectors.
