Abstract
As a historian said, reality is exactly the same thing for a historian as what it means for an artist. Just as there is a not a unique scenery, there is not a unique history as well. History is viewed by every individual under a different light. The Administrative Reforms period, when Mustapha Rashid Pasha lived as one of the most important figures, is such a period that shows differences according to the point of view. While this period is regarded by some historians as the starting point of Ottomans Empire"˜s collision, it is also regarded as a process that prolonged the life of Ottomans Empire by modernizing the intellectuals and opening the way to the republic with the Liberalist ideas and a western way of thinking. Just like the Administrative Reforms, Mustapha Rashid Pasha can also be seen differently according to the point of view. In this study, he is going to be discussed in a range of issues differing from being a hero to being a traitor under the light of Ottoman documents of this period and his role in the solution of Egypt Issue and the declaration of the Administrative Reforms.
