CONCEPT OF ACTS OF ORGANS AND PUBLIC SERVANTS OF LOCAL SELF-GOVERNMENT, THEIR SIGN AND PROBLEM OF LEGISLATIVE DETERMINATION

This article is devoted to the study of acts of bodies and officials of local self-government, analysis of their development, adoption, external expression, entry into force, as well as their classification. The definition of these acts by scientists is considered, their comparative analysis has been carried out. Author's definition of the concept of "acts of bodies and officials of local self-government" is provided, which means not an act or a document, but their unity as form and content, as a process of activity of deputies and officials of local self-government, which is the basic organizational and legal form the realization of their statutory powers. Their main features are revealed, a comparative analysis is conducted between normative-legal and other acts of organs and officials of local self-government. The problems of legislative regulation of external expression, signing and putting into operation of these acts are covered. The necessity to improve the legislation is grounded in order to create a unified approach to the preparation, adoption, external expression and entry into force of these acts. The author formulates relevant proposals for amending the legislation governing local self-government in Ukraine.
