ABOUT NORMATIVELY LEGAL REGULATION OF ACTIVITIES OF LOMBARDES IN UKRAINE

Regulatory and legal regulation of the activities of pawnshops in Ukraine has problems that require its solution. This concerns the regulation of legal relations in the field of providing financial services to the population. The questions of organizing, providing and directly the procedure of obtaining services are not completely resolved. The actual issues of responsibility of the entities for violating the rules of the activity of pawnshops, as well as the rules of servicing the pawnshops clients remain. These and other problems prompted the author to analyze the relevance of the pawnshop activity, the concept of "pawnshop activity", "legal regulation", "the mechanism of legal regulation", as well as on the basis of the study of current legislation and scientific works, the author considered the peculiarities of regulatory and legal regulation of the pawnshop activity in Ukraine The author's definition of the concept of "legal regulation of pawnshop activity" is provided in the article, which means the legal complex of the legal, organizational, economic and legal foundations for the establishment, operation, reorganization and liquidation of pawnshops, their associations, the procedure for the provision of pawnshop services, the implementation of regulatory and supervisory functions for the provision of these services. Its elements and main features are revealed. Also, the author presents the statistics of the activity of pawnshops in 2017. The volume of pawnshops' assets, types of mortgages, the amount of collateralized financial loans and the amount of repayments of financial loans are considered. The author focuses on the adoption of a basic law that would regulate the activity of pawnshops directly.
