MANAGEMENT ASPECTS OF DEVELOPMENT OF THE REGIONAL SANATORIUM AND RESORT ENTERPRISES

The article is devoted to the analysis of management aspects of the development of the regional sanatorium and resort enterprises (SRE) as a strategic resource for the restoration of productive forces. The transition of the economic complex of Ukraine to market relations on property issues, legal aspects of economic activity requires the revision by the state structures of the prospects for the development of the sanatorium complex, in particular, the improvement of its management structure. The main levels of management of the regional sanatorium and resort enterprises are considered in correlation with the corresponding functions that are implemented on each of them. The study identifies three levels of management of the sanatorium and resort enterprises. The first level includes state resorts and tourism authorities, to the second is manufacturers of medical services, resort infrastructure and out-of-resort facilities, to the third is realizers of recreational services. It is proved that any problems arising at each of these levels negatively affect the entire system, initiates the need to improve the management of the SRE as a whole. The article substantiates the three-vector positioning of the sanatorium and resort enterprises, which contains features and performs the functions of such subsystems of the regional economy as health, tourism and hotel industry. The presence of significant contradictions between the policy of development of the tourist sphere and the SRE is determined, based on conflicting organizational and structural principles developed by various departments. It is noted that in the process of implementing a comprehensive approach to managing the regional SRE, it is necessary to constantly interact its structural-level elements on the principles of a clear distribution of functions and powers. The main directions of development of the regional sanatorium and resort enterprises are offered, proceeding from its specific features and modern conditions of management of subjects of recreational activity.
