Abstract

The essence of creative economy, its basic constituents and measuring is certain in the article, as well as directions of public administration of its development are constituted. The features of creative economy are shown, that consist in: application of creativity as the factor of production; mainly individualized character of creative goods production; forming of material and non-material assets, the value of that it is difficult to measure and represent in accounting; assistance to self-occupation and social inclusion with simultaneous complication of measuring of the labour productivity; tendency to the gravitation to the megalopolises and cultural centers; the change of management functions in regards of creative product producing, in particular, planning, organization of labour and control; washing out of distribution borders of creative goods. The dynamics of creative economy development in the developed countries and developing countries are outlined. The perspective of development of creative industries in Ukraine is proved. Pre-conditions of forming the effective national creative sector of economy is lightened, that envisages the association of joint efforts of the state, business, population.
