Abstract
The article is devoted to theoretical researches of human resources management. The goal of the article is to study the essence of the conceptual and terminological apparatus of the problem-oriented system of human resources management, to determine the interrelationships and dependence of these concepts and the appropriateness of their application in the conditions of transformation processes in Ukraine. The system of terms of the problem-oriented personnel management system such as human resources; problem; system; management is grounded. The essence of such concepts as "the problem in the human resources management" and "problem-oriented system of human resources management" is clarified. The directions of problem-oriented human resources management are justified.
