CYBERTERRORISM: CATEGORICAL ANALYSIS AND PSYCHOLOGICAL-CRIMINOLOGICAL PROBLEMS OF COUNTERACT

Abstract

This article is devoted to the problem of cyberterrorism counteraction as a crime against the security of the Russian Federation. Cyberterrorism appeared in the result of modern terrorism transformation and it has not been codified in national legislation yet. The absence of cyberterrorism definition, deficit of behavioral and psychological peculiarities of a cybercriminal reduce the search of new ways how to combat it. All that puts forward the problem of cyber terrorism criminological analysis realization necessity taking into account all peculiarities of new neuronetwork era. Within the framework of the neuro-cognitive-discursive paradigm, the activity analysis connected with of cyberspace information processing and the subject of cyberterrorism has been performed. On the basis of categorical analysis, an attempt of "cyberterrorism-cyberspace" cognitive model creation has been made and a variant of the working concept of cyber terrorism has been offered. In the criminological sense, this term can be represented as a set of multi-motivated, illegal and socially dangerous crimes of a terrorist nature committed in cyberspace by persons who for this purpose use scientific and technical achievement means in the field of computer and information technologies. Cyberterrorism as a complex cognitive-descriptive and fragmented on intellectual, social and technological basis device exposes itself in cyberspace. A set of network communication and multi-vector directions of the circulation of information and cyberspace electronic streams determine the logic of cyber terrorism as an act and struggle against it. Marking-out of the psychological characteristics of the initiator personality and his behavior as virtual models allows to shape a "personality profile" of a typical cyberterrorist. Taking into account the high level of terrorist activity in the cyberspace, improvement of the legal basis is possible by defining the concept of cyber terrorism followed by codification, maintaining legal regulation of the Internet and the adoption of amendments to the current legislation in the sphere of information environment and cyber terrorism. Cyberterrorism prevention should be given priority and should be identified as a criminological aspect of law enforcement activities. On-line counter measures to cyberattacks at the stage of their preparation and monitoring data should be considered as a significant component in the system of security warning.
