Günümüz Tartışmaları Işığında Osmanlı İmparatorluğu’nun Emperyal Vizyonu ve Devlet Kadrolarının Yeniden Üretimi Üzerine Düşünceler / Ottoman state vision, Anatolia, New- Ottomanist ideal, multicultulasim, Rumelia

Bilindiği gibi Osmanlı sivil- askeri bürokrasisinin kendisini üretme ve yeniden üretme alanı Balkan topraklarını adres göstermekteydi. Balkan topraklarından fiilen çok azı elde kalsa bile “muhacir” adı verilen Balkan göçmenleri ya/ ya da “yadigarları”nın, Anadolu halkıyla arasının limoni olduğu, hatta iki kutup arasında adı konmamış bir gerilimin hüküm sürdüğü sır değildir. Mevcut “Yeni Osmanlıcı” zümre kendisini üretme ve yeniden üretme merkezi olarak temelde Anadolu'yu “arka bahçesi” olarak seçtiğine, devletin sivil- askeri bürokrasisinin kapıları, “Anadolu iktidarı” döneminde muhacirlere büyük ölçüde kapandığına göre ülkeyi besleyen insan sermayesi klasik bir Osmanlı toplumunu mu, yoksa “rijit soy- kökensel Anadolucluk” türünü mü çağrıştırmaktadır? Tüm bu soruların yanıtları bulunmadan, Osmanlı misyonu ekseninde kesilen tüm ahkamlar, “Yeni Osmanlıcı” zümrenin, “ulaşıldıkça ulaşılmaz olan”, “gündüz düşleri”nden ibaret kalmaya mahkumdur. Eskiyi düşünüp hülyalara dalmak, eğer anakronizm bataklığına düşülmezse, insanın zihnini açar. Hatta ferahlatır. Ne var ki, eğer gelecek tasavvurları somut gerçeklikler üzerine bina edilmezse, her rüya gün gelir kabusa dönüşür. It's well- known the Ottoman Empire choosing Balkan soil for the production and reproduction of its military- civil bureaucratic cadre was very strict to become and stay as an global empire, carrying out the Roman ideal throughout the history. The Ottoman attitude creating antipathy towards Balkan oriented population, been immigrating to Turkey after the losses in the Ottoman Europe within the Anatolians, has become very obvision during the right- wing goverments after 1990's. The first and probably the most Anatolian (ist)- based goverments coming in charge during AKP era as carrying out, “People (Anatolians) in the saddle”, somehow can be read as the price, paid to the Anatolian based electorate for the clear support in the elections. The AKP goverment however began carrying out an “New- Ottomanist” ideal, addressing to accomplish Ottomans power using the effort and intelligance of the Anatolians. The questions, “Can the New- Ottomanist ideal contribute the development of Turkey?/ Is it possible to carry out an Ottomanist ideal without the Ottoman intelligance and state vision created more than 500 years ago?” having no concrete replys. This obstacle creating doubts such as: “Is it possible the AKP as being an Anatolianist power in charge, which leans on totaly Anadolians and closing doors for the Rumelians within the state bureaucracy, trying to hide its “rigid Anatolian ethnicist projct?.” This article is analysing the “New- Ottomanist ideal” of AKP (Turkish conservatist right?), under the scope of the Ottoman ideal state vision.
