THE PROSPECTS OF ECONOMIC GROWTH OF KAZAKHSTAN FOR THE NEXT PERIOD

For Kazakhstan the issues of efficiency and quality of economic growth have the special importance. A long time, the development of economy was estimated on rates of quantitative increase in a gross social product, without regard to development of branches of non-material production. Macroeconomic results of such development were expressed in low competitiveness of a domestic product, high input intensity of production and considerably low living standards. Therefore the most important problem of growth of Kazakhstan economy at the present stage is the strengthened introduction of achievements of scientific-and-technological advance in all branches of the national economy. This problem is solved in the course of transition from the mainly extensive to the mainly intensive type of economic growth. The intensification of production allows to overcome restriction for economic growth from factors of the offer and to receive the bigger volume of production at the same volumes of the involved production resources. Owing to limitation of natural resources, the special relevance is acquired by introduction of resource-saving and innovative technologies, including IT technologies, which also cover working conditions and contribute to the development of its creative character. Also a role of the state in regulation of economic growth of Kazakhstan should not be underestimated. It is not easy to express quantitatively an economic role of the state. As very rough indicator of ratio of the market and the state in economy serves the fact that now about 4/5 of national products are provided with market system, and its other part is made under the auspices of the state. But, besides production financing, the state carries out a number of programs of social insurance and social security, setting as the purpose the redistribution of income in the private sector of economy. The statistics shows that taxes and total amount of the public expenditures – on purchase of goods and services and on social programs – make about 1/3 of national product. This article deals with the statistical data of growth of Kazakhstan economy, forecasts of the international funds, National bank of the Republic of Kazakhstan and the Ministry of Economics of the Republic of Kazakhstan taking into account a role of the state and tendencies of development not only mining industry, a basis of growth of the Kazakhstan economy, but also new resource-saving, innovative and IT technologies, development of transport-logistic infrastructure and the possible corridor of economic growth of the republic in the short term.
