In order to achieve an integrated management of solid waste, the PNRS was prepared. However, due to the limited progress made, it is necessary to use tax instruments to stimulate economic activities related to waste management and management. Thus, the extrafiscality of the tribute is visualized as an induction tool for the implementation of PNRS. The research method chosen was the Environmental Rationale of Enrique Leff, the research technique used was documentation through indirect means. We also made use of bibliographic research.
