Demokrat Parti’nin Son Dönemi: Genel İrade Demokrasisinin İki Görünümü / Last Period of the Democratic Party: Two Views of General Will Democracy

Demokrat Parti'nin demokrasi anlayışı, geniş DP literatürünün bir parçası olmuştur. Bu çalışmanın amacı, demokrasi kuramlarından hareket ederek DP'nin son iktidar dönemi olan 1957- 1960 yılları arasındaki demokrasi temalarını belirlemektir. Bu amaçla, öncelikle cumhuriyetçi ve liberal demokrasi gelenekleri ve onlardan beslenen katılımcı, seçkinci, çoğulcu ve çoğunlukçu demokrasi kuramları tartışılacak, çalışmada ortaya atılan genel irade demokrasisi kavramı irdelenecek ve ardından DP ileri gelenlerinin söylemleri, DP'nin belli başlı konulardaki siyasaları bu kuram ve kavramlar açısından değerlendirilecektir. Bu değerlendirmede dönemin ulusal gazeteleri, TBMM Tutanak Dergileri, anılar ve günlükler birincil kaynaklar olarak kullanılmış; DP'yi inceleyen eserler ve Türk Siyasal Yaşamı üzerine yapılan çalışmalardan da yararlanılmıştır. Çalışmanın sonunda, DP'nin son dönemindeki demokrasi anlayışının cumhuriyetçi demokrasinin özel bir türüne denk gelen bir genel irade demokrasisini yansıttığı görülmüştür. Bu bakımdan sonuç bölümünde mümkün olduğunca karşılaştırmalı bir yöntem izlenerek, DP için 1957-1960 döneminde ne veya nelerin değiştiği aktarılmaya çalışılmıştır. / The Democratic Party's conception of democracy has been a part of wide the DP literature. The purpose of this work is to specify the DP's democracy themes in the years between 1957 and 1960, the DP's last period of power, by using democracy theories. To this end, republican and liberal democracy traditions and, taking their roots from them participatory, elitist, pluralist and majoritarian democracy theories will be discussed at the first, then the general will democracy concept that asserted in this work will be examined and finally discourses of the DP elites, the DP's policies that targetting main issues will be evaluated with those theories and notions. In this evaluation national newspapers, the Grand National Assembly of Turkey Minutes, memoirs and diaries were used as primary sources; works on the DP and Turkish Political Life were also benefitted. At the end of the work, it was seen that the DP's conception of democracy in the last period of power has shown the general will democracy themes, a special form of republican democracy. From this perspective, in conclusion chapter, it was tried to pointed out what has been changed between the years of 1957 and 1960 in terms of the DP, by using a comparative method as much as possible.
