Abstract
The article is devoted to the consideration of problems that children from low-income families may face with and socio-pedagogical frameworks of their solution through the social care implementation by means of leisure activities in the second half of the nineteenth - at the beginning of twentieth century. The leading factors (social, pedagogical, and psychological, which included positive and negative aspects) that prompted the need for "correct" leisure organization for school-age children were determined. The social-pedagogical problems of school-age children from low-income families are outlined: uncontrolled leisure activities, child neglect, poor nutrition, etc. The experience of working day shelter for the poorest students is described: the work schedule, types of leisure activities and their opportunities for the child development. The activity of summer children's colonies as institutions of social care is characterized.
