THE IMPLEMENTATION OF TARGET PROGRAMS IN THE FIELD OF PHYSICAL CULTURE AND SPORT BY REGIONAL SECTORAL EXECUTIVE AUTHORITIES (ON MATERIALS OF THE MINISTRY OF YOUTH AFFAIRS, PHYSICAL CULTURE AND SPORT OF THE OMSK REGION)

This article deals with the essence of the application of the program-target approach in the framework of the state policy in the field of physical culture and sports, gives a brief theoretical overview of the main aspects of this tool of state and municipal government. As an example of practical implementation at the regional level, the program and project activities of the Ministry of Youth Affairs, Physical Culture and Sports of the Omsk Region are considered, a general analysis and evaluation of its effectiveness is carried out.
