Abstract

The article is devoted to the organization of scientific communication in the information society. Its task lies in the review and analysis of the scientific base concerning the review of the transformation of an access to information in the Internet, which is related to the open access initiative. The “information society” notion representation in the world science is covered. Philosophical views on the nature of information, conceptual approaches to the formation of information processes, resources for the development of the information community are given. Domestic and foreign experience in building open access (OA) and open information archives, as well as their development in the scientific and educational community are described. The development of the movement for open access is considered. A review of the theoretical and methodological foundations of the study of the formation of open access to electronic resources in the available literature and the original basis is conducted. The publications of scientific articles in professional journals that support the open access policy are presented. Various defi nitions of the concepts “collection of electronic documents”, “collection of information resources” have been studied and a new definition has been proposed - “electronic library”. Attention is drawn to the cycle of publications, where the object of the research was information resources that form the collection of electronic documents and the system of metadata for the reference search apparatus. The importance of creating open electronic archives (repositories) as a growing, dynamic and useful part of the scientific community is determined. The trends in the development of electronic resources are described, and the world experience in the creation, development and operation of open electronic resources is presented. The analysis of the scientific base for the consideration of the transformation of access to information in the Internet, which is associated with the open access initiative (OA), has been carried out.
