Implementation of International Standards in Ukrainian Libraries Activity: Main Directions and Tasks

The article considers the contemporary experience and factors influencing the process of implementing international standards into libraries activity in Ukraine and development of normative and methodical frameworks in the context of scientific, organizational and methodical support. Taking into account the peculiarities of implementation and method of adopting new national standards of library activity at the present stage in the process of implementation of international standards, the following stages are emphasized: adoption of international standards (ratifi cation, consolidation of specifi c provisions); staging (defi ning the chronological framework of their implementation depending on the possibilities of society and state); determination of responsible authorities and offi cials, entrusted with responsibility for providing the implementation of a specifi c standard; interpretation of the provisions and development of methodical documents; examination, approbation and dissemination of methodical recommendations. The author substantiates priority for the development and dissemination of methodical recommendations on the national standard «DSTU ISO 2789: 2016 (ISO 2789:2013, IDT) Information and documentation - International library statistics. The importance for all libraries to be in compliance with norms fixed in the new standards, which gives the same understanding of the terms, concepts and methods for obtaining statistics and identifying efficiency indicators and evaluating libraries activity is emphasized. Particular attention is paid to the need to deepen coordination of the work of standardization bodies, cooperation between libraries and library associations.
