Development of Information Communication Systems via Representation of Ukrainian Repositories in International Registers

Abstract

The publication deals with the representation of Ukrainian repositories in the international registries OpenDOAR (Directory of Open Access Repositories) and ROAR (Registry of Open Access Repositories), the main advantage and progressive role of which are collection, systematization of information, and to provide access to open world scientific archives. It was found that the collection of Ukrainian repositories in these registries almost entirely consists of university collections. Extremely low level of Ukrainian academic institutional repositories presenting in the OpenDOAR and ROAR registries (4 %) delays scientific communication at a time when representation in the electronic space becomes a measure of the effectiveness of the institution and specific scientist activity. Through the international registries, access to the resource «Scientific Periodicals of Ukraine» was not provided, and this resource is presented on the web portal of NBUU and is the largest full-text database of Ukrainian scientists publications. In this regard it seems expedient: to consider the issue of registration of «Scientific periodicals of Ukraine» in OpenDOAR and ROAR; to create Ukrainian institutional repositories of academic institutions, followed by their registration in international registers, and subsequently, possibly, in the national register of the relevant direction. It is necessary to promote the information on Open Access and the international registers of open scientific archives in the scientific environment, which could be done through the Internet, including Wikipedia (there are currently no articles about this resource in Ukrainian and Russian), as well as disseminate relevant information through libraries websites and directly during communication with readers in the library.
