Staffing of the Pathoanatomical Service of Ukraine (Analysis of Indicators for 2007-2016)

Abstract

For the effective implementation of the reform in the medical industry of Ukraine, the first step is to audit the actual state of the pathoanatomical service and its resources. The purpose of the study is to analyze the staffing of the pathoanatomical service, based on the actual load, to identify the impact of staffing on the performance of the service. The material of the study was the generalized data of the Ministry of Health of Ukraine, formed on the basis of the annual reports submitted by oblast pathologists of Ukraine for the period of 2007-2016. Results and discussion. It was found out that the number of staff rates for pathologists and pediatric pathologists decreased during the defined period. The staffing rates of pathologists have also decreased, and the numbering of rates among children's pathologists does not have a marked tendency to change. The staffing of standard units of pathologists and pediatric pathologists has a weak tendency to increase. The availability of physicians-pathologists per 100,000 of population remains unchanged during all ten years, which are analyzed and is 0.3. The number of autopsies in children aged 0-17 years has a statistically significant linear correlation of high strength with the number of occupied rates for children pathologists. Similarly, there is a statistically significant correlation between the number of openings and the number of physical persons of the main employees of the institutions. Conclusions. Taking into account the combination of indicators of staffing the pathologists positions in the institutions of the Ministry of Health of Ukraine, we draw the following conclusions: there is no statistically significant correlation connection of sufficient strength with the specific gravity of pathologoanatomical sections of dead patients in the hospital; the absence of a statistically significant correlation connection of sufficient strength with a load on 1 occupied position of the pathologist's physician by the number of all pathoanatomical openings; the absence of a statistically significant correlation connection of sufficient strength with the number of pathologist studies of surgical and biopsy materials per patient; the absence of a statistically significant correlation connection of sufficient strength with the specific gravity of patients, who conducted a pathological study of surgical and biopsy material from the clinic. Taking into account the combination in a regional context, the staffing of pathologists positions in the institutions of the Ministry of Health of Ukraine does not affect the main indicators of the activity of the pathoanatomical service.
