Abstract
Purpose. Analysis of organizational and legal problems normatino formation and proceeds to the personnel reserve civil service. Methods. The main method of analysis used legal documents in relation to the qualitative characteristics imposed at the level of public authorities in the Procedure section. Results and practical significance. Prepared by the staff of one of the priorities in the implementation of the objectives, functions and tasks of the state apparatus, which led to the development of new approaches to copyright management personnel structure of public service. Scientific novelty. The author proposes the introduction of competence- and personal-professional approaches to the formation of personnel reserve of public service.
