Abstract
Purpose. Study of existing methods of efficiency assessment methods of local government staff performance in terms the development of municipalities. Methods. The methods of logical, economic and mathematical and systems analysis were applied to analyze the interaction of individual components of the local government. The study is based on comparative and statistical analysis. Results. Available technical approaches for the identification of indicators of local government staff development were considered and estimated, on the basis of the results scientific and practical recommendations for their improvement were achieved. Performance indicators can be used by management for career advancement of most successful municipal employees and evaluation of these indicators state human capacity of the local government. Scientific novelty. The offered method of estimating the effectiveness of local governments performance and evaluating work of its employees, depending on the results, is achieved for designing the form a unified approach to evaluating the effectiveness of local government performance, its constituent departments, divisions and his staff in the main areas and performance targets
