Cross-Industry Complexes and Clusters in the Economy of the Region

Abstract
Currently, clusters are one of the most promising areas of the regional development. At the same time, the cross-industry complex successfully existed as a form of industrial organization during the period of the planned economy. Recognizing the cross-industry complexes predominantly as a paradigm of a planned economy, and clusters - of a market economy, the authors, studying them, draw an analogy based on the cross-industry balance method with their subsequent quantification. Thereto, the authors propose a methodology for defining clusters, describe similarities and differences of cross-industry clusters, and propose methodology of identifying and quantifying clusters based on the cross-industry balance information. The methodology has three stages: triangulation of the first quadrant of the cross-industry balance, identification of cross-industry complexes and macro-level clusters in the economic complex of the region and an assessment of their degree of the completeness.
