The Concept of Information System for Monitoring Digital Economy Development Level

Currently, the government program Digital Economy of the Russian Federation is being implemented. Monitoring the level of the digital economy development is important for assessing еру progress in implementing the program, rational distribution of finance, effectiveness of its use, determining the priorities of projects to be implemented, and comparing the results achieved with other countries. The article examines foreign and domestic methods, indices, indicators used to assess the digital economy development level, the ways of collecting information for the calculations. The analysis makes it possible to conclude that it is necessary to create a state information monitoring system based on intellectual systems. The author proposes the concept of building an information system that includes the means of creating and maintaining a data warehouse, BI-tools for analysis. It formulates the requirements to the state information system for monitoring the level of the digital economy development.
