IMPLEMENTATION OF NATIONAL SOVEREIGNTY IN THE CONDITIONS OF THE INFORMATION SOCIETY OR POLICY 2.0

The article underlines the role of people, both transmitter of sovereignty and only source of power in Ukraine, gives description of realization of power people as directly and through public authorities. Reprobates distortion of forms of communication of citizens with power, erected only to the informative queries, privation of people of right for legislative initiative, ignoring of sharp problems and questions of people, inputs of decisions, that is not supported and not initiated by people-suveren, thus citizens are in the conditions when not their looks and values are a reference-point for the system of state power, but "political class", thus all totality of public politician, official and other figure, that have an influence on public diskus, exactly them dictate possible spectrum variant decision, under that citizen must tuned, thus, be situation, when status of suveren de jure go away with real matter-position de facto. In the article there is a question about local referendums, as people must realize the power directly, when he has only a right on the leadthrough of local referendums, and actually, in 2012 Law of Ukraine «On allukrainian and local referendums» lost force, people do not have the fastened order of leadthrough of local referendums now. That, on local referendums people have a right, and does not have realization of this right, as there is not the legislatively fastened mechanism of initiation and leadthrough of local referendums. There is reproach to the modern form of elections, when ruling party, and state system on the whole, causes a mistrust nation, when a policy in general is not supported people because it continues to contradict to his will, therefore candidates from ruling party on elections of the real support of electors do not have. In the article such instrument of disagreement is analysed with the accepted decisions, as street protests which have a form of the mass meetings, demonstrations, standings, disturbances, such protests can be conducted in accordance with a law or spontaneously. Such measures are a reaction of society on accepted the ruling apex of decision, but they allow only to express disagreement, but such decisions, appeals are signed on the mass meeting in the organs of power for power have no ponderable, special status, they equate with a simple letter or to personally put question. This article exposes and enters the new concept of principle of organization of political life of society, as «Politician 2.0», by which every citizen through the created network influence can control activity of representative organs of power, develop new instruments for expansion of civil activity, people call, as suveren of power to use all rights for affecting power.
