PROSPECTS OF A DIVERSIFIED COMPETITIVE ECONOMY OF THE CITY AS A STRATEGIC DIRECTION OF LOCAL SELF-GOVERNMENT

Abstract

It was revealed that today in the strategic development of most regions of Ukraine, the priority is to diversify the economy. It is shown that the term “diversification” among scientists has different views. It is proposed to consider diversification simultaneously as a process and strategy. Four strategic objectives and sixteen operational objectives for the implementation of a diversified competitive economy strategy in the city of Krivoy Rog were analyzed. Four strategic objectives were studied: developed new sectors of the economy for the city; innovative and high-tech industry of the city, the development of entrepreneurship; investment-attractive city. It is shown that to achieve the first goal, the operational goals are: to stimulate the development of a cluster of building materials production; the development of high-tech engineering; creation of conditions for the development of the IT sector; promoting the development of transport and logistics; development of the tourism industry. To achieve the second strategic goal, the operational goals are: the development of a support system for the development of innovative production; development of innovative laboratories / incubators, in particular for young people; commercialization of innovation. To achieve the third strategic goal, the following operational objectives were considered: a system of training and information support for local business entities; marketing support system for business entities; development of social forms of entrepreneurship; development of institutions of infrastructure support for entrepreneurship; the development of labor resources, the creation of a system for providing enterprises of the city with qualified personnel. To achieve the fourth strategic goal, the operational objectives are: the creation of an organizational and institutional framework for attracting investment; territory marketing and targeted search for investors; creation and development of new investment products. It is shown that the achievement of the considered strategic goals is the activity of all structural divisions of the executive committee of the Krivoy Rog City Council (to the greatest extent - economic management), along with such partners as the Krivoy Rog Development Institute, the Krivoi Rog International Airport and enterprises of the cluster and other business entities, as well as research institutions. It has been substantiated that the existence of an adopted plan for the implementation of the strategic development of the city will help attract investment, but by itself it is not a guarantee for increasing their size. It was proposed to create a marketing department in the management of the economy of the executive committee of the city council, which will be responsible for organizing the marketing strategy.
