Abstract

The assessment of the self-development potential of the municipal housing and utilities sector has been made. The structure of the system of indicators for evaluating the processes of functioning and development of municipal housing and utilities services, reflecting the dynamic model of the potential-resources-result transformation, is analyzed. It is analyzed how fully the potential is transformed into resources, as well as the degree of utilization of resources of the municipal ZHKK to achieve results. Analyzed are general and particular indicators of the performance of housing and utilities services, which, being multicomponent in structure, concentrate the main characteristics of the system, which allows solving not only multicriteria problems of optimizing resource allocation and choosing development options for municipal housing services using the overall indicator as the coefficients of the objective function applied tasks of a comprehensive assessment of the effectiveness of measures to improve the activities of the municipal housing and utilities sector and tasks comparator Second evaluation of municipal entities FCC. As components of the self-development potential of municipal housing and communal services, the following are highlighted: human, economic and infrastructural; innovative; reproduced. The main components of the self-development potential of the municipal housing and utilities complex are revealed, an integral indicator of the self-development potential is obtained. The system of indicators of the effectiveness of the functioning of the municipal ZHKK was analyzed, which should allow to quantify this degree of compliance. In the general case, the system of performance indicators includes three groups of indicators: groups of particular, generalized, and general performance indicator. The system of indicators for evaluating the processes of functioning and development of municipal housing and utilities services includes indicators characterizing: the potential of a municipal housing and utilities service as a territorial system; organization of processes in the municipal housing sector; socio-economic condition of the municipal housing and utilities sector. An indicative model for evaluating the activities of housing managers has been developed, consisting in applying new principles in determining indicators relevant to the performance of housing organizations. A resource allocation scheme has been formed among housing management organizations, consisting of a combined procedure for applying proportional and optimization resource allocation.
