Abstract
Economic growth of a region is low if the quality of regional development planning is relatively poor. It is necessary to analyze the causes of the quality of low development planning. Several factors that are thought to influence the quality of regional development planning are planning capacity, assessment capacity and conflict of interest. Conflicts of interest in local governments are very high, each person involved in the process of drafting local plans and budgets will prioritize their interests over the interests of the community. The results of this study actually found that conflicts of interest did not affect the quality of regional development planning.
