Abstract

The article deals with the main strategic tendencies of state housing policy development. Despite of the fact that the national housing policy is determined by social issues and the aims of long-term development, its implementation in Russian regions is not sufficiently effective. Although there is a common understanding of urgency of the Russian housing policy, the special attention should be paid to European discussions on this subject. The article represents the theoretical and methodological approaches to the study of housing market, housing policy, housing system, housing sphere and economy and establishes the interconnection of these concepts. The idea that the system of fundamental housing concepts ensures the complexity and diversity of the research is explained in the article. The author analyzes the priorities of national housing policy and the prospects of their development, as well as the main problems in this field. The author reveals the trends and peculiarities of housing policy in Russian regions. The article defines the significant increase of the regional management’s role in housing policy, that is why the possibilities of interaction among federal and regional governments are discussed. As a result the article concludes that the analyzed trends and tendencies of development of the housing policy in the Russian regions demonstrate the system contradictions, so that the asymmetry housing model is forming. Thus, the ways and approaches to successful regional housing policy are suggested.
