Revisiting the issue of recognizing the citizenship of the Donetsk People's Republic for certain categories of persons

Abstract
The article is devoted to the analysis of legally fixed grounds for refusing to issue a passport of a citizen of the Donetsk People's Republic and the citizenship recognition. On the basis of studying the provisions of the draft law «On the Citizenship of the Donetsk People's Republic» and the existing normative acts, the author has drawn the following conclusion on an unreasonably broad list of such grounds. Taking into account positive foreign experience and international legal regulation, the necessity of recognizing the citizenship of the DPR for persons being subjected to criminal prosecution, convicted or having a criminal record, if they permanently legally reside on the territory of the Republic, has been justified.
