Abstract
The article presents a normative model of demographic processes with respect to fertility rates. The actual change in demographic growth rates for 2015–2017 was diagnosed with a normative model, which char- acterizes the change in the structure of fulfilled and unfulfilled reference ratios of indicators, in terms of the di- rection of changes towards the goals set by the normative model.
