Abstract
Regarding to negotiations/attempts between Guo-Ming-Dang the ruling party of the time and political leaders of Eastern Turkestan, Mehmet Emin Bugra (1901-1965), Isa Yusuf Alptekin (1901-1995) ve Mesut Sabri Baykozi'nin (1887-1952) who are known as “Three Emirs”, the period between 1943-1949 has become a period of significant political and cultural acquirements in the history of national independence and struggle of Eastern Turkestan. Particularly, the document which has been offered to concerned commission during attempts of preparing a new constitution of Republic of China in periodic capital of Chong-qing with the title of “The Important Motion Offered By The Union of Turkestani Citizens Pertaining to Constitution Draft of Republic of China” presents important evidences in terms of understanding the political perspective of national struggle of Eastern Turkestan and methods of struggle in the very period.
