Abstract

The reform of the decentralization of power in Ukraine is aimed at improving the efficiency of local self-government, the quality of life of the population and the availability of public services. The achievement of the main objectives of the reform in full and on schedule depends largely on the level of activation of social and labor potentials of the territorial communities. The reali-zation of the potential of social resources in full, the transformation of social and labor potentials into a re-source for the development of a territory requires appro-priate institutional support. The imperfect legal field and the organizational and economic conditions for the use of the social resource of the territorial communities restrain the processes of decentralization and reduce the possibili-ties for the economic growth of the country. The purpose of the article is to study the institutional support of the development of social and labor potentials of territorial communities and the development of proposals for its improvement. Institutional provision in work is under-stood as a combination of state and non-state institutions and institutions that create legal and organizational-economic conditions for the implementation and devel-opment of relevant activities. The study of the legal basis of the institutional support of the development of social and labor potentials of territorial communities in Ukraine allowed to systematize the regulatory documents on the areas and levels of regulation of relations. It was con-cluded that the failure to adopt a significant number of legal documents that contribute to the establishment and development of decentralization, and for many years remain bills, impede the implementation of the reform. The study of the organizational conditions for the socio-economic development of territories under conditions of decentralization of power, ensuring the use and develop-ment of social resources of the territorial community al-lowed us to propose forms of enhancing the social and labor potential of the community in accordance with the powers of the executive bodies of village, town, city councils and powers of village, town, city, regional coun-cils. The forms and means of activating the social and labor potential of the community were identified in the article in accordance with certain points of the Law of Ukraine “On Local Self-Government in Ukraine”.
