Abstract
The author presents theoretical bases of formation of effective structures of management in tourism on the basis of cluster and innovative theories of development. The author shows examples of successful use of cluster models in development of rural tourism, aggregation of small and middle enterprises with the purpose of acquisition of synergetic and complementary effect from their unification.
