Abstract
As a way to solve a life-support issue of Crimea, the authors recommend construction of power technological complexes based on existing thermal and boiler plants for fresh water and energy supply using cogeneration principles. These complexes are able to transform urban and industrial conglomerates into biosphere compatible zones.
